The government has rejected Tesco's plans to build a retail park and football stadium in Kirkby in conjunction with Everton Football Club.
Secretary of state for Communities and Local Government John Denham refused permission for the £400m development after a public inquiry concluded it would breach regional planning guidlines.
Denham said the plans for a stadium and 500,000sq ft of retail park anchored by the Tesco supermarket were too large for Kirkby and would cause more harm than good to the Knowsley town.
Denham said: "The scale of the development is inappropriate to the role and function of the suburban town of Kirkby."
Tesco said it was disappointed with the decision to axe the scheme that would have created jobs and investment for the area.
But it said it still intended to build a development in Kirkby and would review the decision with its partners, Everton and Knowsley Council to find a way forward.
