SGF says Scottish drinking culture will not disappear with drinks ban

The drinking culture in Scotland will not be eroded if off-sales of alcohol to under-21's are banned, the Scottish Grocers' Federation (SGF) has said.

Such a move by the Scottish government could well be "discriminatory", the SGF contended, and would create "ridiculous anomalies".

John Drummond, chief executive at the organisation, argued that it creates a message youngsters cannot be trusted to drink sensibly in the home environment, even though they can still get alcohol in pubs.

“What is required is tougher enforcement of existing legislation, early intervention and encouraging awareness of sensible drinking. Scotland’s relationship with alcohol is complex and we all have a part to play in changing our culture," he commented.

A single approach to alcohol legislation could also be bad news for retailers and punish them unnecessarily, the SGF has said. However, it has suggested that a fit and proper person test might help to see if retailers would be adequate licensees.
