London carrier bag ban bill blocked


An attempt by London councils to push through a ban on shops handing out single-use carrier bags in the capital has been blocked.


Following joint lobbying by the Association of Convenience Stores (ACS) and British Retail Consortium (BRC), the bill was held up after three MPS tabled a blocking motion.

This means that the London Local Authorities (Shopping Bags) Bill now faces a vote of the whole House.

ACS and BRC oppose local councils having legal powers in this area.

They argue that the proposed ban on single-use carrier bags will damage the trading ability of stores just inside bag-ban boundaries and London Councils have done no work to assess the overall impact of a ban on London’s retail economy.
