Is BRC director losing his touch?

Is BRC director Kevin Hawkins losing his touch with cutting sound bites now he has announced his retirement?

Reacting to today's news from the Treasury that it might still allow councils to levy a supplementary tax on local retailers, Hawkins quote was as follows:

"Giving local authorities the power to directly tax businesses would be like setting Pooh Bear loose on the honey reserves, only this time it'd be retailers that would get stung."

Ouch.
